Sunpower Employment manages international recruitment for Singapore employers across construction, manufacturing, marine, domestic work, F&B and general services. What to Know About
International Hiring in Singapore

Hiring workers from overseas involves an additional layer of regulatory requirements beyond standard local hiring — source country approvals, pre-departure medical checks, in-principle approvals and specific documentation that must be in order before a worker departs their home country.

We manage all of this — but the points below help set expectations before the process begins. This is general awareness information only. Always refer to MOM for the most current requirements.

MOM Overseas Hiring Guidelines

MOM-Approved Source Countries Only

Singapore employers may only hire Work Permit holders from MOM-approved source countries. The list varies by sector and is subject to change — we verify this before sourcing begins.

Pre-Departure Medical Examination

Workers must pass a medical examination in their home country before departure. This is a MOM requirement and must be completed before the in-principle approval (IPA) is used.

Employment Contract Before Departure

The worker must receive a signed employment contract in a language they understand before leaving their home country. This is a regulatory requirement, not a courtesy.

Accommodation Must Be Ready on Arrival

Employers must have acceptable accommodation arranged and ready before the worker arrives in Singapore. Workers cannot be left without housing on their first day.

No Fee Deduction from Worker Salary

Employers must not deduct agency or placement fees from a worker's salary beyond what is permitted under MOM regulations. Workers must receive their contracted salary in full.
